Five months ago, President Donald Trump hailed Turkish President Recep Tayyip Erdogan as a friend and said the two North Atlantic Treaty Organization allies had never been closer.
But Mr. Trump’s optimistic view masked a more complicated reality: Turkey quickly has become one of the Trump administration’s most vexing relationships. Relations between the two countries, Secretary of State Rex Tillerson conceded last week, are at a “crisis point.” And there appears to be no clear road map for the two countries to overcome their differences.
The Trump administration has embarked on a new campaign to try to repair ties and pull Turkey out of its deepening alliances with Russia and Iran. As part of that, senior U.S officials including Mr. Tillerson, National Security Adviser Lt. Gen. H.R. McMaster and Defense Secretary Jim Mattis, have held intensive talks with Turkish leaders in recent days as they try to persuade Mr. Erdogan to step back from his warming relations with Moscow and Tehran. “They are getting played by the Russians,” said a senior Trump administration official. “Turkey’s alignment with Russia and Iran runs counter to Turkish interests.” The U.S. wants Turkey on its side as it steps up efforts to push Iran and its allies out of Syria. And it is worried that Russia is making progress in dividing NATO by selling advanced anti-missile defenses to Turkey.
Turkish officials declined to comment Wednesday, but the U.S. and Turkey agreed over the weekend to form new working groups on key issues to see if they can bridge their differences. “We prefer to talk about such matters with our American counterparts directly,” said a Turkish official.
Mr. Erdogan spoke earlier this week with Russian President Vladimir Putin and Iranian President Hassan Rouhani and the three are laying the groundwork for a meeting in Turkey later this spring to discuss the conflict in Syria.

The moment he saw the brilliant light captured by his camera, “it all clicked” for Victor Buso: All the times his parents woke him before sunrise to gaze at the stars, all the energy he had poured into constructing an observatory atop his home, all the hours he had spent trying to parse meaning from the dim glow of distant suns. “In many moments you search and ask yourself, why do I do this?” Buso said via email. This was why: Buso, a self-taught astronomer, had just witnessed the surge of light at the birth of a supernova — something no other human, not even a professional scientist, had seen.
Alone on his rooftop, the star-strewn sky arced above him, the rest of the world sleeping below, Buso began to jump for joy.
His discovery, reported Wednesday in the journal Nature, is a landmark for astronomy. Buso’s images are the first to capture the brief “shock breakout” phase of a supernova, when a wave of energy rolls from a star’s core to its exterior just before the star explodes. Computer models had suggested the existence of this phase, but no one had witnessed it.
Federal investigators are probing whether former Trump campaign chair Paul Manafort promised a Chicago banker a job in the Trump White House in return for $16 million in home loans, two people with direct knowledge of the matter told NBC News.
Manafort received three separate loans in December 2016 and January 2017 from Federal Savings Bank for homes in New York City, Virginia and the Hamptons.
The banker, Stephen Calk, president of the Federal Savings Bank, was announced as a member of candidate Trump's Council of Economic Advisers in August 2016.
Special counsel Robert Mueller's team is now investigating whether there was a quid pro quo agreement between Manafort and Calk. Manafort left the Trump campaign in August 2016 after the millions he had earned working for a pro-Russian political party in Ukrainedrew media scrutiny. Calk did not receive a job in President Donald Trump's cabinet.
The sources say the three loans were questioned by other officials at the bank, and one source said that at least one of the bank employees who felt pressured into approving the deals is cooperating with investigators.
In court filings Friday related to Manafort's bail, federal prosecutors said they have "substantial evidence" that a loan made from the bank to Manafort using the Virginia and Hamptons properties as collateral was secured through false representations made by Manafort, including misstatements of income.
When asked by NBC News if Manafort had lobbied the Trump transition team or the White House for a position for Calk, the White House did not immediately respond to a request for comment.
A spokesperson for Calk did not return multiple calls and e-mails over a period of several weeks requesting a response, nor did the CEO of the public relations firm that represents the bank, The Harbinger Group.

In a letter to House Speaker Paul Ryan (R-Wis.) and Senate Majority Leader Mitch McConnell (R-Ky.), the Democratic leaders demand increased funds to protect U.S. election infrastructure from Russian interference, The Washington Postreported Wednesday. Pelosi, the House minority leader, and Schumer, the top Democrat in the Senate, specifically request lawmakers appropriate $300 million to the FBI to fight potential meddling in the midterms later this fall.
The minority leaders cite Special Counsel Robert Mueller's recent indictment of 13 Russians for interfering in the 2016 election, warning that "the most essential elements of America's democracy are under attack by a foreign adversary." The FBI needs "the resources and manpower to counter the influence of hostile foreign actors ... especially Russian operatives operating on our social media platforms," the Democrats argue, proposing the $300 million boost be included in the budget bill that is due March 23.
The Democratic leaders also note that U.S. intelligence agencies have concluded that Russian hackers breached state and local election systems during the 2016 cycle. In order to prevent that from happening again, Pelosi and Schumer say that "state and local governments [need] to enhance their defenses against cyber-attacks," calling for boosted funds to the Department of Homeland Security and Election Assistance Commission.
